What is  该 here means?
该全能员在医务室看见小谢正在打掉针。
I don't think that it means "should".

Answer:
该  here means 'that' (那 in formal sentence).
Grammar form : 该/那+ noun
Example 1:

Example 2:

Now, comparing with该 (should):
