What is  该 here means?
该全能员在医务室看见小谢正在打掉针。
I don't think that it means "should".

Answer:
该  here means 'that' (那 in formal sentence).
Grammar form : 该/那+ noun
Example 1:
In the infirmary that versatile employee saw Xiao Xie was in the process of pulling the infusion needle out.
a.该全能员在医务室看见小谢正在打掉针。
b.那全能员在医务室看见小谢正在打掉针。

Example 2:
Since that service also will not analyze and store their information – this is very rare in the internet era.

Now, comparing with该 (should):
